It was implemented by Ellis Whitehead (#29105), and since I don't remember
any recent activity from him, I guess you'll be out of luck there. But I
think I could handle doing changes in this ugly hack myself, if necessary.

No, it actually is enabled by default, but it has a bug causing it not to
work with NumLock turned on. And it's not configurable (I guess that has
something to do with me not fixing the bug).
I personally wouldn't mind dumping this feature. Alt+F1 is not that difficult
to press, and technically I personally find the code making the modifier act
both as a key and as a modifier to be really scary (it seems to work fine
though). Somebody say the feature should go, and I'll gladly make it do
so ;).
