I think the new process is good. Writing a paper or a book from scratch in a 
collective way does not work. Either every individual author interprets the 
guidelines in is own personal fashion, either everything is discussed 
collectively and we have endless flames on this mailing list. It is better to 
leave close knit group of people with experience in the field and sufficient 
time to write a first version.

The KDE community will then be critical readers : correcting things, adding 
more stuff (examples, code snippets, etc.). If what the HIG group writes is 
not acceptable by the KDE community, it will not be adopted.
