So you want another dialog for only putting a file one dir up? I think 
that's to much for just a simple thing (simple in the users point of view).
Of course we could do it with a dialog (think of the features we could 
put in there!), but I think we should think out a better solution. I 
think a drag'n'drop solution would be the most intutitional and should 
be the basic idea.

So here are some of my approaches:
* How about a zone on the bottom of the navigation-area nearest toolbar?
So if you start dragging something a colored line appears at the 
aforementioned are. If you drag the file onto this line a rectangle 
scrolls down and you have the decision between dragging the file up one, 
two or how much levels you want

* Another would be, yes, the up one level-button, but it would open the 
history if you drag it for more than a moment

I'm going to think a bit more about this "problem", although I don't 
have much time.
