I'm not so sure. When my system gets really tied up, tooltips just die.
However, on OS-X, they do not. OS-X is slower in most things, but it's
pop-ups on the dock are always immediate. They are clearly done differently
than tool-tips, and I don't know how. If KDE can make the text immediately
responsive, even under heavy load, then that problem is gone. That is also
only a partial solution (that's one of the main flaws with the dock),
however.
Also, even if that can be easily fixed, all the other problems remain.
