1) Shouldn't remove actions (Add/Remove/Move), but disable them
2) Shouldn't disable handlers, some users may lost the hint where to click to 
get the popup menu. Maybe not, since it appears when you mouse-over it, needs 
to be studied. AND users who don't like handlers (like me) have the 
possibility to disable them in kcm.

But I like to have the lock feature.

IDEA: when we discover the right place to put the "Panel Menu", the lock 
feature could be put there and we lock/unlock the whole panel.
