It is a visible instance of a program which keeps the program from
stopping running. If all visible instances are closes the program is
quit automatically [1]. Strictly put both the ability to minimize
windows to the taskbar as well as having visible instances of
programs in the systray are very abstract and could be considered
inconsistent with the rest of the window metaphor [2].

As I wrote in the report itself [3] I'm against turning the systray
into yet another taskbar. I'd rather prefer the ability to tweak the
taskbar's look more to the liking of the reporter (making the taskbar
only show icons? decreasing the room taken by windows running for a
long time?) instead abusing the systray further.
(But regardless feel free to implement "minimize to systray" if you
think it's worth the hassle, as long as the button is not shown as
default but only accessible through e.g. shift+click on minimize or
something like that. People will surely like it against all logical
reasoning anyway. =P)
