Nope, kiconloader has never worked like that, as long as it has supported icon
themes. The problem is that that not all icon themes, like hicolor (kdeclassic)
are complete. If a icon is not found in a particular icon set, it shouldn't
display a blank or generic icon, so it tries to grab a icon from the parent
set. I beleive that you can set what a icon set inherits by editing the Icon
theme to include a "Inherits" field. If no such field exists, it grabs icons
from crystalsvg, which is the default icon set for kde > 3.1. If it doesn't
find a icon in the parent icon set, it displays a generic icon AFAIK.
Of course most users aren't going to be able to manually edit their icon theme,
so perhaps you should ask the kde-accessibility folks to add an option
somewhere in the accessibility kcm's to override icon theme settings to a more
suitable icon theme for people like yourself with visual impairments.
We have a three fold situation in terms of what kind of people exist:
People who have no visual impairment - All icon sets are readibily usable
People who have mild visual impairment - Use an icon set that is more
accessibile, or futz around with the Icon Effects in kcmicons.
People with severe visual impairment or are blind - Unfortunatly, such advanced
accessibility needs won't be served until KDE 4.0 (relies on Qt 4.0)
