I don't think this will be a big problem, maybe a little bit but the yields 
will be higher than this very little thing. See farther...

In the beginning (first time KDE is started) it will be a static menu: there 
will be already applications in it. (I agree with your testing for which 
applications as you can see on the page.) After this it will be dynamic but 
this will not be a problem because:
1) there will be a high maximum number of entries to remember.
2) allmost all people which use this menu will use only a few different apps.
3) most people which use this menu will select an application from this menu 
(because of the testing for which apps should be there).
4) most people will LMB click on things in 80% (I guess) of all the times.


ps: Another advantage of this is that we also can make that if someone always 
use an application in this menu in place of the LMB click application, their 
will be a pop-up which asks for changing automatically the default 
application after x times he do this via another application. When he clicks 
yes, the default app will be placed at the top of the menu with other apps 
and the new default app will disappear.
