for what reasons is this a "great usability enhancement"?

to me it looks like using a single UI item for two purposes, both of which are 
hidden to some degree. will users be able to tell the difference between 
clicking on the menu item and the arrow? is it reasonable to require aiming 
the mouse on the arrow? is it reasonable to expect the user to remember what 
command the menu item will launch?

i've used UIs that have this feature and don't find it an aide to usability. 
it's an interesting power feature, but not a very usable one.
