It is always possible now I think: set "/dev/null" as Trash-map...but then you 
have 2 "delete entries" in the menu...so I think removing "Delete" is alowed 
if the dev/null-trick is chooseable with a radio button in kcontrol/(and a 
trash menu entrie)?
