If this would replace kpersonaliser, it's would be useful. If not, then
there's little point. No one likes pressing 'Next' ten times just to get to
that single option they wish to configure, something they've likely to have
already done once when they first started KDE.
Wizards should be used to configure settings that are dependant on eachother
or closely related. Or for tasks that would require a certain amount IT
knowledge that the average user does not posses (for example a personal
firewall wizard). Another good example would be a wizard for configuring your
TCP/IP settings.
Any wizard that only focusses on non-essential settings (kpersonaliser!) is
just another pesky window asking to be closed.
