It concerns the most important shortcoming of Linux in general: lack of a 
central point of easy administration. For desktop users this is more 
important than support for the lastest hardware (people can wait for this and 
work with basic functionality, but they can't do anything if they can't 
configure their videocard to display anything more than a console), the 
lastest eyecandy from GNOME and KDE, the new features and supported codecs of 
mplayer, easy font configuration in X, transparent SAMBA filesharing, etc.. 
etc. But because of X, KDE and GNOME's crossplatform nature they refuse to 
provide configuration tools because they wouldn't work on other platforms.

Luckily Ximian has recognised this problem and is created a set of tools for 
this purpose. Now known as the GNOME Setup Tools 
(http://www.gnome.org/projects/gst/). They're divided into a front- and 
backend to allow other UI toolkits to be used.
