set the font too small so that you can't read it. set a default CSS or colour 
scheme that results in unreadable text. etc, etc..

all these things can be overriden to reasonable and known defaults if khtml is 
used as an embedded component, but i was responding more to the issue of 
using konqueror itself for these things ...

.. as for using html itself (a seperate issue): what can be done with HTML 
better that can not be done with traditional coding? to make it as dynamic 
and flexible as the current kcontrol is, we can't have static web pages 
anyways. they would have to be generated, most likely at run time ...
