the answer, IMO, was to follow:

it appears that users want to be able to capture the settings available to 
them in the other kcms (which have all the cool new content and make tweaking 
things easy) rather than have an entirely different set of style contorls 
which aren't nearly as tweakable. they want the cool new liquid or keramik 
theme with their personally tweaked colour scheme and the crystal icons. and 
they want to be able to store those settings for later use and sharing.

there just isn't a similar level of interest in unique and largely static 
one-offs.

the real challenge with the new theme manager, IMO, is going to be how to 
create sharable settings when not all systems will have the same resources 
available w/out distributing the same resources with every theme.
