I don't like that, you would have room for approx. 3 menus. And you want to 
have especially the navigation items readily available.

Moving the other items to a "configuration menu" (Such as the gear menu) would 
also reduce the need for interpretation (since you have text in the menu) The 
"action items" (new dir, delete, properties) should then be moved to the 
RMB-menu (delete, properties) or get a button of its own (new dir).

Giving the mode-switch options shortcuts keys stillmakes them readily 
available.

This isn't too much different from your screenshot, is it? *check*

In addition to your changes it would also:
*) Move "new dir" from the gear menu to a button of its own.
*) Remove "delete" and "properties" from the gear menu.

The RMB menu has a "new dir" option as well btw, so simply removing it 
completely from the gear-menu and not adding it as a seperate button might be 
an option as well, based on the rationale that it is not a very common action 
anyway and mostly something for more advanced users.
