no, we blame the user for doing something silly, he says half-jokingly ;-)

could it be improved? yes (and for better reasons than trying to avoid the
mistake you made; such as ease of reordering the modules in kcontrol (or
wherever) w/out requiring physically moving files on disk)
is it a problem in normal practice? no, not really. (otherwise we'd have heard
a lot more about it and a coder somewhere would've changed this already.
doubly so since it is a known issue; you should be able to find threads about
this on kde-[core-]devel)
feel free to supply a patch though =)
