he could keep the title items as separators ... the problem of course is that
if you have a lot of languages, locales and keyboard layouts installled
that's going to be on nightmare menu.
an icon by each submenu might help as well.

it isn't just language, it's things such as date formatting and currency
handling as well. perhaps "Locale" or "Localization"

they each configure something different ... "Configure <what it
configures>..." might be better (e.g. "Configure keyboard...")

this won't work well for the language menu (since it is 2 levels of menus).
having both the items checked and the Currently title might be a decent
compromise?
