Addendum: No, this is a bad idea.

Performance/Tuning is too broad a category.  Turning off antialiasing will 
improve performance.  Not animating the panel will improve performance.  Not 
starting the panel on KDE-initialization will improve performance.  However, 
the two things listed above are more like "Fonts" and "Panel" configuration 
options, not "Performance/Tuning" options.

This is a possible option to look at but I don't think that, on second 
thought, that great of an idea.
