some of those dialogs apply to all of kde when it comes to web stuff, such as 
the proxying and style sheets .. cookies may be more than just konqueror, as 
well. i'm not sure about that one, though.

in any case, this is because many apps use http and many of them also use the 
khtml part.

konsole is a kde part and is therefore found in many other applications 
including konqueror, kate, kdevelop and konsole itself. therefore it needs to 
be somewhere easily accessable. 

a kde component configuration area / app would be a good idea, perhaps.
