Actually you don't even NEED a viewpoint.  As a most BASIC starting point if 
someone with some time can go through a module and write down what they do 
and what they affect (without any organization whatsoever.  We want sort of a 
blank slate here) then we can see what functionality we have and see which of 
it... from a blank slate perspective... is useful and useless.

Once we ax out whatever's useless, we can start to sort everything according 
to a logical format based on what we see.

We are essentially looking at requirements gathering here: we are looking at 
what we want to accomplish with KControl.  We keep complaining about the kcm 
modules but we don't even know what's in them!  I think that's half of the 
problem.  When we find out what's in them we can discuss how we want to lay 
out the new KCM's.  

If I have an idle moment, I'll start with the "Look and Feel" modules and post 
my results (or my partial results).  My KDE version is a KDE 3.0.0.

I would recommend that such a major haulover of KControl not be committed 
until KDE 4.  Users don't expect huge changes from v3 to v3.1.  They can 
forgive it if it's from v3.1 to v4.

Seeing how big KControl is, I wouldn't be surprised if arrangement (and 
agreement) of everything actually took a year anyway.
