Essentially an "advice forum" of sorts.

If you want to put this to a slogan, it would be, "KDE: Usable from the start" 
rather than: "KDE: fixing usability problems every day."

A good step to something like a "usability course".  A good example is to post 
up examples of ways NOT to design kcmshells and preference menus, or 
before-after pictures with explanations.  People are very visual and when you 
see the differences between two dialogs it's more likely to stick.

More formally would be to post a high-quality article describing the roots of 
HCI research and how it can be applied to a development project.  I'd call an 
article like this "Designing with usability in mind".

Hmm, I'm pretty sure that IEEE had something like "Transactions of 
Human-Computer Interaction" but I can't find it on their web site...

As a jab to Microsoft, it's sort of like releasing a shoddy product (Windows 
98, ME) that is horrid but popular, and then when you release a product that 
finally does what it should have 5 years ago (XP), everyone praises you for 
it and hails the product as a revolution in computing.
