according to:

the word is "Configure" ... the standard key configuration dialog says, 
"Configure Key Bindings", and the standard tool bar config dlg says 
"Configure Toolbars" ... however, if you go from app to app you will find 
some use "Settings" and some use "Configure <what you are configuring>"

even worse is the panel which has "Preferences" in it's RMB menu to launch 
its configure dlg which says "Settings" at the top ..

this ought to be standardized .. =)
