No, thats not the only reason. There is a psychological reason to it as 
well.

You hit one of the psychological issues exactly on the head here :)
It may look like a new feature to some, it may not.  So there should be a 
clear line and something that is very predictable to everyone using svn 
and not open to interpretation.

I'm kinda in agreement on the not-for-this-release part.  But the main 
reason for writing this mail was to strengthen the reasons also given by 
Kevin.
