Indeed the apt-get native format has been dropped. But apt-get can use
repomd, so any repo with repomd has implicit apt-get support.

Perhaps you should try out smart. It is "smarter" than the rest in the
sense that it won't get trapped that often into some dependency issue
and start suggesting to remove too many packages. E.g. smart usually
finds a working solution and won't remove mplayer. But according to
Murphy the momemt you try out smart it will decide to prove me wrong. ;)

The problem here is that apt-get does not support pinning with repomd.

I've tried smart and I run into the same issues. No prioritization.

OK, admittedly I haven't tried pinning for a very long time :)

I think I remember now that it was once discussed on the apt-get list,
but I don't remember and can't think of a technical reason why pinning
is not working with repomd. Perhaps just lack of developer time.

Because there is no equivalent to the apt-get release files in repomd

Content of release at kde-redhat includes:

Origin: kde-redhat 

This line allows for pinning based on the origin of the individual packages or 
entire repositories.
