There is no reference to XDG_CONFIG_DIRS in kde-redhat's packaging of
/etc/profile.d/kde.sh, see

Ah, correct, it is owned by kdelibs, I stand corrected.

Please note that,
/etc/profile.d/kde.sh is marked
%config(noreplace)

Is it possible *you* modified it to include XDG_CONFIG_DIRS at one time
(and our packaging simply didn't overwrite your local modification)?

What does
$ rpm -V kdelibs
return?  On my box, with a modified /etc/profile.d/kde.sh, it returns:
S.5....T. c /etc/profile.d/kde.sh
