Yuck.  The scriptlet code is correct, but I think we've found a subtle
rpm buglet in there somewhere.

Regardless, kdemultimedia-extras-nonfree-3.5.5-0.2 includes a workaround
for this.  It can't/won't fix existing kdemm-extras-nonfree-3.5.5-0.1
installations though... *sigh*.

I tried moving my .kde and .qt dir to old and still missing the features for 
the Panel--> Configure.

***Here is something for ya .....   for *root* everything looks normal.  Can 
you guys confirm... FC6 with ALL latest from kde-redhat stable.

I remember what a b#$ch of a time with Crossover Office and 
the /etc/xdg/menus/applications-merged/cxlegacy.menu causing kde to not 
startup unless you were root.

As root:
Right-click on Panel--> Configure Panel .... ALL four icons are on the 
left .... Arrangement, Hiding, Appearance, Taskbar(this one only shows up 
under normal user).

Start(Fedora) button  ....  Control Center is there 

Here is the menu list:

What could it be about root other than permissions?

Hmmm.. just tested this as Root and there is no change for me, everything 
mentioned is still missing <sigh>

I am *very* tempted to do a Fresh install, as I have hit a dead end trying to 
find the problem :(
I take it the "fresh install" FC6 users don't see these problems?

Yep also tried this ages ago, but that would have nothing to do with the 
missing features, just the Menus and maybe Kmenuedit ?

Hmm .. I cleaned /tmp on upgrade but not /var/tmp.. Just cleaned out .. still 
no change.

I am doing a fresh install of FC6 ...  Gotta leave soon might be Monday for 
results.

OK, for giggles, try disabling selinux (as root):
# setenforce Permissive

and/or see if there are any selinux-related entries in /var/log/messages
or /var/log/audit.log (?).

I'm (still) running permissive on my freshly installed fc6 laptop.  I'll
try re-enabling it on Monday.

Nope no change and nothing of interest in any logs.. FYI I did test with 
Selinux disabled a day or two back..

I think I'll do a fresh install in the next day or so, everything's backed up 
now..
