I finally got it.

The files are there, but there does not seem to be a
rsync server running on apt.us.kde-redhat.org.

There is however a rsync server running on
apt.kde-redhat.org, and by appending the correct path,
I can get the files:

rsync
rsync://apt.kde-redhat.org/kde-redhat/apt/kde-redhat/fedora/4/i386/stable/RPMS

I had looked there before, but the .txt files stand
out and threw me off.  The RPM's are there in amongst
the .txt files.
