There just came a silly idea to my head, feel free to ignore it, in
case you don't like it.
What about something like "adopt your favourite project"? This could
give newcomers the chance to get some insight, even if they are not
coders. They could keep track of what is going on and what needs to be
added to the list.
I know this could work quite well, see user Kubuntiac (i don't know
his real name) for the Krita project, he is now maintainer of their
website. He doesn't code, but he keeps up with what is going on in it,
and it works quite well.
Of course, this is a hard task for e.g. the kdelibs, but well, it
would be worth a try.
Depends on how far you would want to split it up.
Then, basically, you would have a person being responsible for
updating the needed pages, and developers can do what they do best:
coding

Just a silly cent being thrown in ;)
