yes, nobody's stepped up to make these work yet. the shortcut system changed

that's because the menu style switching was done in the most hacky way
possible (no, not my doing) and the keyboard shortcut is associated with the
widget itself (which gets removed and replaced when you switch menu styles).
the reasons shortcuts are associated with widgets is fairly evident when you
consider that there is no such things as "the menu" in plasma, and that we
allow *any* widget to have a shortcut.
the GUI is missing for the user to set their own shortcuts, but the underlying
support is there.
here's where i start to run out of patience with people:
we give them a more flexible system that opens up new possibilities filling in a
feature hole in 4.0, default things to the original settings and the first
thing they do? complain about the one problem with them (no gui to set them)
combined with a weakness in a vendor supplied patch (the menu switching)
