Maybe you could also try to find a way to brand third-party applications that 
use kdelibs and follow certain minimum quality requirements, such as
a) integrates well with the KDE desktop (icons, colours, style, etc)
b) uses standard widgets where possible and follows usability guidelines
c) is accessible for people with disabilities
d) has a defined procedure for submiting bug reports & security problems

In the GNOME context, there is the word "HIGify", but the word has less 
positive associations in a KDE context.
