I think what was meant was exactly that: a modified Knoppix-like LiveCD, not a 
stock one.
For instance, Morphix is a stripped-down Knoppix, and provides a KDE mainmod. 
Especially in the Netherlands this could make for a nice base CD :)
(Even though most of the Morphix tools are written in Gtk+ but such a CD 
wouldn't need an installer, partitioner, package add tool or whatever.)
