There are two different audiences to target:
(1) People who do not know what KDE is
(2) People who use KDE / have used KDE and might want to use the new \
version

The (2) group is reached via dot.kde.org / osnews.com / linuxtoday.com / 
slashdot.org / kde-announce@kde.org. For this group it is important to 
include download instructions and for the mirrors to be synced. They should \
 be informed once the release has happened.

For group (1) this is not really important because these people aren't \
going  to use KDE this week anyway. The goal is here to build name \
recognition by  getting the KDE brand in the mainstream press. To improve \
the chances of  getting picked up by the mainstream press it is important \
to maximize the  "newsworthyness". One way to do that is by making sure \
they hear about the  news before it happens, so that they can break it when \
it is still steaming  hot. See e.g. \
