There are two different audiences to target: (1) People who do not know what KDE is (2) People who use KDE / have used KDE and might want to use the new version The (2) group is reached via dot.kde.org / osnews.com / linuxtoday.com / slashdot.org / kde-announce@kde.org. For this group it is important to include download instructions and for the mirrors to be synced. They should be informed once the release has happened. For group (1) this is not really important because these people aren't going to use KDE this week anyway. The goal is here to build name recognition by getting the KDE brand in the mainstream press. To improve the chances of getting picked up by the mainstream press it is important to maximize the "newsworthyness". One way to do that is by making sure they hear about the news before it happens, so that they can break it when it is still steaming hot.
