You can get kdeleague@kde.org or kdeleague-request@kde.org, either as a single 
mailingaddress or as a mailinglist. 

Note that the mailinglist kdeleague@kde.org will automatically come with a 
kdeleague-request@kde.org address for handling mailinglists related requests. 
(E.g. kde-devel has has kde-devel-request)
