Quite similar for Licq: right click a contact, open the properties/information 
dialog, last tab (called "KDE Addressbook")

Since ICQ supports file transfers, you can see the contacts which have address 
book association also in Konqueror context menu under "Copy to"

KDE's infrastructure for this kind of integration, lead by the developers of 
Kopete, has already been quite sophisticated in the 3.x series.
