Exactly.

Yes, maybe. But everyone who is developing (or even compiling) pim
applications outside kdepim still needs the whole kdepim module (and will
typically compile everyting because hardly anyone bothers about configure
switches for the libraries (s)he depends on).

And if weuse kdepim/libs, we need to change our module depencencies policy
to "any module can also depend on the kdepim module". Otherwise any
application that wants to use the addressbook or the calendar or their
resource frameworks can only be in kdeaddons....
