Any client app can create this, unless the admin set's file permissions 
to prohibit this.

I have had at least three bug reports of stale locks in karm and have 
seen at least one other here on this list.  By using a lock duration, we 
can tell for sure if a lock is stale or not.

But maybe your question was why configurable?  A fish:// resource over 
dialup would have a different lockduration than a local file.  I wanted 
to be able to support both.

Don't know, I'll have to read the spec.  I was anticipating it would 
remain static.
