You still have .la files pointing to the wrong place.
remove all installed .la files which have it wrong,
then make sure to delete all .la files in arts and kdelibs, like:

cd arts ; find -name '*.la' | xargs rm ; cd ..
cd kdelibs ; find -name '*.la' | xargs rm
