Yes.

Yes serial numbers should be preserved even after a compact. 

However in the event that an index file for a folder needs to be 
regenerated, then new serial numbers will be assigned to all mail in 
that folder. But this is an exceptional case that should not normally 
occur. (e.g. it can occur if the user deletes an index file from the 
command line)
