I think I might have something to help.  When I first got this working, the
device would just appear when syncing, like yours.  Then I got experimenting
with having kpilotdaemon autostart properly, and found that when kpilotdaemon
started at login time, I would get my syslog filled with "can't locate module
char-major-188" messages.  It obviously wasn't really a problem, but it was
annoying.  Adding a file /etc/modultils/usb (see
http://www.geocrawler.com/archives/3/209/2002/1/0/7533637/) containing the
single line:

    alias char-major-188 visor

seems to have resulted in the /dev/ttyUSB1 device being permanently available
(loaded at system boot, anyway).  I still don't know why you can't access your
device while everybody else seems to have no trouble with it, but at least this
method should enable you to be able to set the permissions at boot time.
