Okay, that's three of us with the problem, all on FreeBSD.

I'm currently at GMT+3, and KOrganiser *always* shows both the M-B line 
and the "Configure Date and Time" time as UTC.

System is correctly configured, and the hardware clock set to localtime 
(for use in a dual-boot W2K system). Maybe the other people reporting 
the problem can report what their clocks are set to (UTC or localtime).
