That's (SuSe's? Debian's?) $KDEDIRS setup, which makes KDE think it has two
prefixes to care about. On a normal kde installation, there's only one prefix,
which means much less places where KDE looks....
Try unsetting KDEDIRS (or whereever that 2nd prefix comes from, maybe /etc/kderc),
if I'm correct there (if not, describe your setup). As you can see from Alex's answer,
usually a single prefix is searched for, no /etc.
