well, many people do have a windows partition so they might actually have
the dll already. So why not ship mpeglib with support for that? Those who
care can download the dll, those who don't, have no disadvantage of the
better mpeglib.

I don't really care, but it's a bit sad to have the stuff all working, but
having to tell users that it isn't available in the release.
