Merging both items by using one tabwidget would be a bad 
idea as one would have either seven tabs then or 
a badly designed Dialog (tabwidget within tabwidget).
In any way this would overcrowd the desktop-settings
and make it *much* harder for the user to find anything.

The best solution would probably be to either keep it as it is or 

do the same as in konqueror under Settings -> Configure Conqueror:
having the two items 'General' and 'Background' on the 
left instead of "filemanager, File Associations, etc.".
