There is actually CSS support in Konq already. IIRC CSS 1 is pretty much
done,
but only parts of CSS 2 are implemented. Look at www.konqueror.org for
more info
about what it can support. If you are looking to replace netscape then
consider
that Konq support netscape plugins, javascript, java, HTML 4...
