And how do you know if you will have the space for a non-scrolling

But you say yourself that if there is no space for a non-scrolling
listbox then you must use a combo. Since it is impossible to know
in advance whether there will be space, how can this work ?j

A combo box is designed to allow the user to select one item from a
(fixed and short) list of items.

List boxes are similar but _not_ the same thing. They are intended for
browsing larger data sets. Certainly they are used for selection, but
not in the same sense. They often support multiple selection, DnD
etc.
