Yes.

This was somewhen introduced between Kde 1.0 and 1.1
I also dislike it, as I now have to auto-hide the panel to get my screen
free.

Yes.

But there is also no UNMOVEABLE and some other options either.
I think the question is if these options are really necessary for most users.
