The rule doesn't just apply to dialogs (despite the subject line). It
also applies to menus (which are normally vertical), toolbars (which can
be), information presentation and entry fields, etc. Anywhere the user
can be looking for something, which actually means just about
everywhere, put the most popular option at the top/left and work
downwards/rightwards.
