Hi,

Using KDE 3.0 beta this is already possible with the Control Center somewhere 
at "Look & Feel" | "Desktop".

On KDE 2.x you can delete /path-to-kde/share/autostart/kdesktop.desktop to 
prevent the desktop from being started.
