I have nearly finished a passive popup class which solves this problem 
cleanly. It will be in kdelibs 3.0 (Dirk has ok'd it going through the 
freeze). It will popup next to the window icon using the icon geometry from 
the WM hints so it should work with any taskbar/wm etc.
